Newark man arrested for drug possession

On July 4, at about 11:41 a.m., Middletown Police Officer DiGati was conducting traffic control at the scene of a vehicle fire located on Summit Bridge Road in Middletown. Officer DiGati had closed the southbound portion of the roadway to allow Volunteer Hose Co. personnel to extinguish the fire.
While directing traffic, the operator of a black Chevrolet Impala, later identified as Donny E. Skinner, Jr., 28, of Newark, did not realize Officer DiGati was stopping traffic, and had to veer around him to avoid striking Officer DiGati.
Officer DiGati approached Skinner’s vehicle and immediately detected the odor of marijuana emanating from within the car. The operator subsequently admitted to possessing a small quantity of marijuana.
A search of Skinner and his vehicle by Officer DiGati and OFC Lambert with his K-9 partner Ares, resulted in the seizure of $1,345 in US Currency, 81 grams of marijuana, and 159 clear baggies used for packaging marijuana, and his vehicle.
Skinner was charged with:
- Possession of a Controlled Substance in a Tier 2 Quantity with Two Aggravating Factors. (in a vehicle and with intent to distribute) (81 grams of Marijuana).
- Possession of Drug Paraphernalia. (Packaging material)
- Disregarding a Police Officer's Signal.
- Failure to Carry Proof of Insurance.
He was arraigned through Justice of the Peace Court 11 on the above listed charges and was released after posting $16,000 Secured Bond.
