Man charged with 5th DUI, runs into retention pond

 Victor Santiago  On July 30, at about 11 p.m., a passer-by reported they could see a green pick-up truck down in the retention pond area in the 100 block of Bonnybrook Lane, Tartan Court townhomes.

   Officers arrived and observed a green Ford F150 in gear and running, occupied by operator Victor Santiago, 51, of E. Cole Boulevard, Middletown. Officers on scene allegedly smelled a strong odor of alcohol emanating from Santiago and observed several empty bottles of alcohol in the vehicle. Police said Santiago could not communicate with them, as his speech was indiscernible. Officers on scene had to rescue Santiago from the vehicle as he could not exit the vehicle on his own, due to the steep angle on which his vehicle was resting. He was charged with DUI, fifth offense, driving while license suspended/revoked and no proof of insurance. Santiago was treated and released from Christiana Hospital, made bail and was released from custody.
